Horry County Residents Directory Horry County Residents Directory

Browse Horry County Residents Directory Records

Search the Horry County residents directory by matching the question to the record that can answer it. A property address can lead to a parcel and a recorded deed. A full name may need a court, probate, voter, or library record to separate one person from another. Horry County, South Carolina also has coastal communities, municipalities, and unincorporated areas, so a mailing label alone can mislead. Start with an official record, retain its date and identifier, and use a second source before treating a match as reliable.

Starting a Horry County Residents Search

Horry County does not keep one public list of every person who lives here. The best first record depends on what is known. An address or owner name belongs with the Assessor and parcel trail. A recorded land question belongs with the Register of Deeds. A public case belongs with the Judicial Branch Public Index, while an estate or local marriage question belongs at Probate Court. For an older household, library and archive collections can supply a dated clue that modern records cannot.

Keep the fact and the source separate. A parcel owner is not automatically every occupant, and a tax mailing address is not necessarily the property address. For a name, save the spelling, date, community, PIN, case number, or legal description that makes the result distinct. Horry County’s size and mix of Conway, beach-area labels, and unincorporated places make that second identifier especially useful.

  1. Use the Assessor’s owner or address route when the starting point is a property, and preserve the PIN with the current situs address.
  2. Take the owner name, PIN, book and page, or legal description to the Register of Deeds for a recorded-document trail.
  3. Use an authenticated voter service only for the access it provides, rather than treating voter information as an open street roster.
  4. Check a public court index, Probate record, or DPH vital-record route when the question concerns a case, estate, marriage, or event.
  5. Ask HCML, HCAC, or SCDAH for dated directories, newspapers, maps, or surviving historical series when the online trail ends.

Note: A second independent record is stronger than repeating the same name across several derived listings.

Horry County Residents Records Counters

The main Horry County residents records counters each answer a different question. The Register of Deeds keeps recorded deeds, mortgages, and plats. The Assessor maintains ownership and appraisal listings. Voters Registration and Elections handles county registration and precinct questions. These offices work together only after the researcher carries a usable identifier from one system to the next.

Horry County Parcel-to-Deed Residents Trail

The Horry County Assessor says it maintains ownership information and directs a person who lacks a PIN to find it by address or owner name. The Tax Payer Services entry also exposes a Name or PIN search. That makes the parcel identifier the useful bridge: record the owner spelling, PIN or TMS, situs address, and legal-description clues before looking for a deed. A legal-residence assessment can be an ownership or assessment clue, but it does not name every member of a household.

Horry County Residents Free-Account Access

Horry County announced that, effective March 16, 2026, a free user login is required for County GIS, Land Records, Tax, and Assessor services displaying property addresses. The change matters before a Horry County residents search begins. A public-looking parcel link may now lead to registration rather than an anonymous address result. The requirement applies to the address-bearing county platforms, not to every separate records channel.

When the online property path is unavailable, call the Assessor, visit the county counter, or submit a narrow request that identifies the record and the PIN, address, date range, or case number. Recorded deeds have their own ROD copy process and fees, so a county FOIA request is not the substitute for a deed copy. South Carolina FOIA can be a route for nonexempt agency records; it does not open restricted vital, court, motor-vehicle, or protected-address data.

Note: The county access notice is the current source for the free-login policy.

Current Horry County Residents Directories

Current Horry County residents directories are record-specific. They can show an owner, a recorded party, a person’s own voter service, or a party to a public case. They do not merge into a countywide household list. Treat each source as evidence of the limited fact it keeps, then compare the date and identifier with another official source.

A custodian-controlled record has a known source and correction contact. A compiled people listing can be stale, may combine people with similar names, and may not identify its underlying record. For a significant family, estate, or property question, favor the official record and preserve the document date.

Horry County Residents ROD Name Index

The Register of Deeds provides the clearest name-based land-record route in the Horry County residents directory. Its copy-request form directs users to AcclaimWeb and specifies last name, first name order with no punctuation, such as Smith John. The same form says the name search returns documents under that name since 1984. That is a documented electronic name-index boundary, not proof that the office lacks earlier deeds.

For an older record, give the ROD a name, address, PIN or TMS, book and page, lot, subdivision, acreage, or other legal-description clue. Normal copies are listed as $8 for the first four pages and $1 for each added page; certification adds $2. Call before payment if the page count is unknown. The counter and mailed copy request are the practical alternatives when the index cannot answer.

Horry County Voter Records Boundary

MyscVOTES is an authenticated individual service, not a browseable Horry County residents directory. It asks for Horry County, first name, last name, date of birth in the shown format, and the last four digits of a Social Security number as they appear on the registration card. The county office can direct a person to registration resources and its interactive precinct map, but the result should not be used to infer party preference. South Carolina does not ordinarily register voters by party.

Registered South Carolina voters can purchase voter-registration lists under the state’s rules, with fields and use restrictions set by law. Those files have eligibility requirements and are not a by-street promise. They can include sensitive fields and participation history, but never ballot choices. Old registration information also is not proof that someone lives at an address now.

The MyscVOTES Voter Information login displays the personal-record access boundary.

Horry County Residents Court and Probate

The Horry County Public Index is a case and docket route, not a universal person finder. It requires disclaimer acceptance and a validation step. County selection, party name, case number, court type, date range, and other filters can narrow a public case search, but a document icon does not guarantee that a complete underlying file is online. Compare the case date, court, parties, and docket events before treating a name as the right person. The Clerk of Court remains the counter for certified or archived Fifteenth Circuit material.

Open the Horry Public Index when a public case is the question.

Public court indexing can distinguish names, but sealed, juvenile, family, adoption, expunged, and protected material is not a general open-search category.

Horry Probate Court handles estates, wills, guardianship and conservatorship, trusts, and marriage licenses. Its public inquiry has estate and guardianship/trust agencies, case and party searches, last and first names, case type, and open-status filters. Local marriage certificates are public at regular court hours, while state vital-record rules remain record-specific.

See the Horry Probate marriage-license service for the court’s local certificate procedure.

A marriage certificate confirms a recorded event; it does not establish a present household address in the Horry County residents directory.

For births, deaths, divorces, and state marriage certificates, use South Carolina DPH Vital Records. A South Carolina birth record becomes public 100 years after birth, and DPH notes that statewide birth filing was not required until 1915. Eligibility, form, and fee rules vary by the record sought.

Horry County residents directory South Carolina DPH vital records services

DPH is a vital-record custodian, so its forms and record-specific access rules should be read before relying on a historic index or certificate.

Horry County also publishes Bookings and Releases, a narrow status search with its own current disclaimer. It is not a resident roll and should never be used as a shortcut to decide where someone lives.

The Horry County Bookings and Releases screen shows that separate, limited search channel.

Each Horry County residents record has a defined scope, and a booking or release entry cannot substitute for a parcel, deed, or current address record.

Historical Horry County Residents Directories

Older Horry County residents research often starts with a library or archive request rather than a searchable online directory. HCML points researchers to local-history resources, on-site Ancestry, FamilySearch, HeritageQuest, Horry County Archives Center, and the Historical Society. Ask for the specific run or format needed: city directories, telephone books, reverse or criss-cross directories, yearbooks, obituary files, microfilm, vertical files, and historic newspapers. No countywide, fully online directory run was verified.

The Thompson Heritage & Research Library opened in Conway on January 30, 2025, and HCML lists it at 1008 5th Avenue. Its local-history desk is a direct route for collection confirmation before making a trip. The historical volumes and request terms are treated in more depth in the Horry County city directories collection.

Note: A dated directory entry can provide a household clue, but it should be paired with a deed, census, obituary, or other record that establishes the claimed fact.

Horry County Residents Courthouse-Loss Warning

Historic Horry County residents trails can break for a documented reason. SCDAH reports that federal troops rifled and vandalized courthouse offices in 1865, destroying many loose papers and clerk volumes, including early deeds through 1828. Equity files were nearly wiped out, and later pre-1887 General Sessions indictments also were lost. An apparently smooth ownership, probate, or court chain needs this warning before a researcher treats the absence of a record as proof.

SCDAH identifies surviving or reconstructed material such as Commissioner of Locations plats from 1802 to 1879, conveyance books from 1803 to 1977, probate estate papers from 1803 to 1931, will books from 1819 to 1907, and Treasurer tax duplicates from 1876 to 1960. Ask the archives which series and access channel apply; do not assume every run has an online image.

The SCDAH Horry County records summary identifies both the loss and the surviving series.

Horry County Residents Archives Alternatives

The Horry County Archives Center at Coastal Carolina University adds an archive channel when a Horry County residents directory search needs a historic source. Its Digital Commons includes local research material, oral histories, Historical Society photographs, and other collections. The physical research room at Kimbel Library holds a Waccamaw Collection and 266 microfilm reels of historic land records, including colonial land grants and plats. Confirm current research-room terms before travel.

USC’s historical-newspapers collection has documented Horry runs from The Horry Dispatch in 1861 through The Field in 1958. OCR can help find a name or community spelling, but an original page image should confirm a consequential result. A courthouse record, newspaper notice, and archive description may each provide a different, dated part of a Horry County residents trail.

Horry County Resident Address Labels

Three labels commonly appear in Horry County residents records, and they should not be collapsed into one. The Assessor and GIS pathway is built around the present parcel. The ROD copy request can also use lot, subdivision, acreage, township, and other durable land clues. When a community, ZIP, or mailing label differs from the physical parcel, preserve all of them and let the deed or recorded plat explain the land identity.

Parcel or PIN
The county tax-parcel identifier used to connect an ownership listing to property records.
Situs address
The physical property address, which can differ from an owner’s mailing address.
Mailing address
An owner-contact delivery field, not proof of who occupies the situs property.
Legal description
The lot, subdivision, acreage, plat, book and page, or other land identifier that can outlast a postal change.
Criss-cross directory
A reverse directory format that can connect an address to an historical occupant clue when a verified volume exists.

Note: Horry County GIS depicts tax parcels, so a recorded plat, deed, or survey is the proper source for a legal boundary question.

Horry County Residents Privacy Limits

Protected information is not a failed Horry County residents search. The South Carolina Address Confidentiality Program provides qualifying participants with a substitute address for specified government and court dealings. Motor-vehicle data, utility customer information, juvenile and sealed court material, restricted vital records, protected-voter information, and nonpublic household-member data have their own limits. Do not try to infer a protected location from a missing or alternate address.

If a record appears wrong, contact the office that holds it: the Assessor for ownership or listing data, the ROD for recording or index questions, the Clerk or Probate Court for a court file, the election office for registration, and DPH for vital records. South Carolina also provides a no-fee online-display redaction process for certain sensitive identifiers in recorded documents while retaining the official original.

Lawful use. Use Horry County residents records for personal, family-history, civic, estate, or property research. Do not use a match to stalk, threaten, harass, or expose a protected person.

Horry County Residents Recording Alerts

Horry County’s free Recording Notification Service is a useful current-record monitor. It sends an email when a new deed transfer, mortgage lien, or other recording matches the deeded name entered by the subscriber. The alert is an early warning to inspect the actual instrument through the ROD. County material warns that the service cannot guarantee against missed alerts or technical problems, so it is not proof of ownership or a substitute for the deed itself.

Open the Horry County Recording Notification Service to see the county’s name-based alert process.

The alert works best when the Horry County residents directory research file already contains the deeded name, parcel clues, and ROD copy route needed to review a new recording.
